Every counter is per ESP API key on a rolling 24-hour window, and it starts the moment you make your first request — not at midnight. The plugin shows what you have left above the Build button, so nothing fails as a surprise.

The build is refused with the time left on the window — nothing half-builds and nothing is charged. The counter resets 24 hours after it started.

No, and it never asks for the permission that would let it. It only needs image upload, template and catalog read access. Flows and campaigns are always created as drafts. See the exact scopes.
